For a longer time, it has not been possible for new users to sign-up with premium. If they tried, they got re-directed to the Neopets home page instead. This seems to be fixed now, when you got to the Premium page, and click on the 15-Days free trail button, you'll be able to sign up now. 

If you got referred during the period Premium sign-ups were down, please don't forget about the person who referred you! You can still use the referral by going here.
